الدعم الفني والصيانة لمدة 3 سنوات ميلادية من تاريخ الاستلام المبدئي	الدعم الفني والصيانة لمدة 3 سنوات ميلادية من تاريخ الاستلام المبدئي تعتبر القوات الخاصة للأمن والحماية الوثائق والمستندات الدقيقة والكاملة أمرا حيوياً وفعالاً ، حيث ينبغي تقديم الوثائق والمستندات خالية من العيوب والعوامل التي قد تؤدي إلى اضمحلال أداء النظام وعدم الاستفادة من قدرات النظام وتقليل قابلية الصيانة الخاصة بالأنظمة، ومن ذلك؛ أ-وثائق ومستندات الإدارة والتشغيل: وتشمل وثائق ومستندات الإدارة والتشغيل – على سبيل المثال لا الحصر – العناصر التالية: 1. خطة وإجراءات الإدارة. 2. خطة التشغيل . 3. المعايير والإجراءات التشغيلية. 4. كتيب المستخدم والكتيبات الفنية وكتيب إداري باللغتين العربية والإنجليزية . ب-وثائق ومستندات الصيانة:- تشمل هذه المستندات كافة الكتيبات المطلوبة والخاصة بكافة المعدات بما في ذلك الكتيبـات الخاصة بالصيانة الوقائية والتصحيحية . وتحتوي مستندات الصيانة على: الدوائـر والأسلاك ومخططات المكونات والجداول البيانية وتفاصيل قطع الغيار وقوائم قطع الغيار والكتالوجـات – بالدرجة التي تساعد المستخدم في انجاز الصيانة حسب المستوى المطلـوب، وسيتم عمل مجموعة من الكتيبات الخاصة بكل مستوى صيانة والتي تشمل:- 1. المعلومات الضرورية للقيام بتحليل العطل والعزل. 2. تعليمات الإصلاح . 3. كتالوجات قطع الغيـار التي تحدد القطع المطلوبة للصيانة الوقائية والتصحيحية والتي تشمل رقم قطعـة وأرقـام القطع المحددة من قبل المتعاقد / الشركة المنفذة أو مجمع القطع. 4. التعليمات والإجراءات الخاصة بأداء وتوليف النظام. 5. متطلبات معدات الاختبار والمراجع الخاصة بالكتيبات الأخرى من اجل التشغيل والاستخدام الآمن. 6. التحذيرات بخصوص السلامة الضروريـة لحمايـة الأفراد والموارد والممتلكات. كما يجب تقديم كافة الكتب والمستندات الأخرى المطلوبة لتشغيل وصيانة كافة المعدات المركبة، وتقديم وتنفيذ الإجراءات والمعايير الموثقة بصورة جيدة والخاصة بالتشغيل والصيانة. ويستلزم عند القيام بأعمال الصيانة والدعم الفني مراعاة مايلي: • تقديم ضمان للأنظمة والذي يغطي كافة مكونات النظام وذلك بعد صدور شهادة الاستلام النهائيـة. وسيقوم المتعاقد/الشركة المنفذة بإدارة الضمانات وأرقامها المتسلسلة ومدة الضمان. وعند صـدور شهـادة الاستلام النهائية سيتم نقل ضمانات الأجهزة إلى القوات الخاصة للأمن والحماية من دون أي تكلفة إضافية. وتسلّم كافـة وثائـق الضمـان سواء انتهت صلاحيتها أم لم تنتهي إلى القوات عند صدور شهادة الاستلام النهائي. • ينبغي أن يغطي ضمان النظام المقدم من المتعاقد/ الشركة المنفذة كافة المعدات والأجهزة ونشاطات العمل المتضمنة في العقد، وكذلك التصميم والتصنيع والخلل البيئي حتى وقت صدور شهادة الاستلام النهائي. • يقوم المتعاقد بترخيص كافة البرامج لمدة ثلاثة سنوات ميلادية من تاريخ الموافقـة علي البرامج المساندة والتي تم تصنيفها "كخدمة ذهبية" مع 24×7 مساندة الموقع وتشمل عملية استبدال وإصلاح الوحدات أثناء فترة الضمان من قبل المتعاقد/ الشركة المنفذة،والوحدات المستبدلة ستفي بكافة المواصفـات ذات العلاقة من دون أي تعديل أو إصلاح. • سيكون المتعاقد/الشركة المنفذة مسئوله عن كافة التكاليف علي سبيل المثال لا الحصر: تكاليف المواد والعمالة والسفر والنقل والمواصلات ومصروفات الإعاشة مع تكاليف إعادة وتجميع الوحدات المشمولة في الضمان. • ينبغي أن يكون تاريخ تصنيع أي معدات أو قطع أو مستهلكات لا يتجاوز فترة ستة شهور قبل توريدها للموقع. • ينبغي أن يشير المتعاقد/ الشركة المنفذة إلى مواقع مراكز إصلاح كافة البنود التي لايتم إصلاحها في الموقع. • ينبغي أن تكون مكونات وعناصـر الاستبدال جاهزة ومتاحة خلال فترة الضمان. • في حالة انقطاع الخدمة خلال فترة الضمان هذه بسبب فشل المنتج سيقوم المتعاقد/الشركة المنفذة بتمديد فترة الضمان دون تكلفة إضافية على القوات ولمدة تساوي نفس مدة انقطاع الخدمة. • سيضمن المتعاقد/ الشركة المنفذة توفر قطع الغيار والمساعدة الفنية لكافة المكونات أو البدائل المناسبة لضمان عمل المعدات لمدة لا تقل عن خمسة سنوات ومن دون تغيرات رئيسية – عند انجاز الاستلام النهائي. كما ينبغي على الشركة الأم أو المتعاقد تقديم إشعاراً مقدما في حالة أن هنالك قرار بإيقاف توريد أي قطعة غيار أو هنالك اقتراح باستبدالها. • يلتزم المتعاقد عند تركيب أي قطع غيار لأي جهاز أو ملحقاته بأن يكون حسب الطراز الموجود ويكون البديل أصلي وأن يتم تسليم الرجيع للإدارة العامة للاتصالات وتقنية المعلومات. • الالتزام بتقديم برنامج متكامل للصيانة الدورية والوقائية لكل نوع من هذه الأجهزة مع توضيح مواعيد الصيانة وأي استبدال لقطع الغيار وذلك بالتنسيق مع الإدارة العامة للاتصالات وتقنية المعلومات وعند إقراره واعتماده تكون أعمال الصيانة سارية المفعول،كما يحق للقوات - الإدارة العامة للاتصالات وتقنية المعلومات- حذف أو تعديل البرنامج وفقا لما تراه من أسباب دون اعتراض المتعاقد. • يلتزم المتعاقد بأن تكون لديه ورش إصلاح خاصة ومستودع لقطع الغيار ، كما يلتزم بتكليف مهندسين وفنيين متخصصين لصيانة الأجهزة والبرامج الملحقة بإشراك الفنيين من الإدارة العامة للاتصالات وتقنية المعلومات في جميع أعمال الصيانة التي يقومون بها وتعريفهم على أنواع الأعطال الفنية ومسبباتها والطرق الصحيحة لمعالجتها وإصلاحها ، كما يلتزم المهندس أو الفني من منسوبي المتعهد بعد إجراء كل عملية صيانة تقديم تقرير شامل يوضح فيه نوع المشكلة ومسبباتها وطريقة إصلاحها باللغة العربية ويكون ذلك باستمرار وبشكل منتظم. • يلتزم المتعاقد بالتجاوب الفوري لإصلاح أي عطل قد يحدث وذلك عند إشعاره بتوقف أي جزء في أي وقت يومياً بما في ذلك خلال الإجازات الأسبوعية (الجمعة والسبت) والإجازات الرسمية والأعياد (عيد الفطر وعيد الأضحى) على مدار السنة. • يلتزم المتعاقد في حالة تعطل أحد الأجهزة أثناء فترة عقد الصيانة القيام بالإصلاح خلال 48 ساعة كحد أقصى من وقت إرسال البلاغ . • يجب على المتعاقد تحديد رقم الهاتف الثابت والجوال والفاكس والبريد الالكتروني الذي سيتم عن طريقه تلقي البلاغات وإشعارات الأعطال على مدار الساعة يومياً. • يجب على المتعاقد إصلاح كافة الأعطال داخل مواقع القوات، وفي حال استلزم الأمر الخروج ببعض الأجهزة لإصلاحها خارج الموقع يجب عليه فك وحدة التخزين من أجهزة التسجيل (NVR) وتسليمها للمختصين وإثبات ذلك رسمياً . • يلتزم المتعاقد بتقديم تقرير فني متكامل (الصيانة العلاجية) عن أي عطل يحدث لأي جهاز / أجهزة أو جزء منه يتضمن وصف الجهاز المتعطل وموقعه ووصف العطل وسببه ووقت وتاريخ حدوثه ووقت وتاريخ إصلاحه وقطع الغيار التي تم استبدالها واسم الفني / المهندس الذي قام بعملية الإصلاح ومصدق عليه من قبل مندوب صاحب العمل أو من يمثله . • يلتزم المتعاقد بعمل كشف دوري ) الصيانة الوقائية ( على جميع الأجهزة المعنية في هذا المشروع بصفة دورية)كل ثلاثة أشهر) خلال مدة المشروع والتأكد من أنها تعمل بكفاءة عالية ،كما تشمل أعمال الصيانة نظافة الأجهزة والمعدات والملحقات وجميع الأعمال التي تضمن استمرارية عمل الأنظمة الأمنية على أكمل وجه، وبيان ذلك في تقارير دورية عن تلك الأجهزة مع توقيع المشرف على المشروع من القوات في المنطقة وفق نموذج سيتم الاتفاق عليه لاحقاً. • يجب أن يبقى المشروع تحت ضمان المتعاقد لمدة ثلاثة سنوات ميلادية اعتبارا من تاريخ الإستلام الابتدائي ويلتزم خلالها بصيانة وإصلاح واستبدال مايظهر من عيوب في جميع مكونات النظام والأجهزة والمواد المستخدمة والموردة وكذلك عيوب التنفيذ . • يجب أن يتوفر الدعم الفنّي لجميع الأجهزة من الشركة الصانعة مباشرةً أو بموجب توكيل رسمي منها إذا تم ذلك من خلال شركة أخرى. • يجب على الشركة إضافة استيكر ( ذو مواصفات خاصة ) يتم اضافته على كل جهاز ( موضوع المنافسة ) يوضح فيه المعلومات الرئيسية للجهاز والرقم التسلسلي ( حسب ما يتم إعتماده من قبل الإدارة العامة للاتصالات وتقنية المعلومات) . • فريق العمل : يجب على المقاول اختيار فريق الصيانة والدعم الفني بعناية , وأن يكونوا شاركوا في تنفيذ المشروع ولديهم اطلاع بكافة التفاصيل الفنية والتقنية , على أن تتوفر لديهم مؤهلات دراسية ( فنيين أو مهندسين ) وخبرات عملية . • توفير فرق عمل ميدانية للقيام بأعمال الصيانة العلاجية والدورية خلال مدة العقد بحد اقصى (48 ساعة ) من وقت البلاغ في كافة مواقع القوات.	يوجد شرح تفصيلي للمواصفات بالملحقات	سنه	1	1	1	11	الكميات والمواصفات.pdf 1.9 MB
